Why does Chabad emphasize tefillin campaigns?

Why does Chabad devote so much attention to putting on tefillin among people who are not religious? Why do other Chassidic groups not engage in this?

Your question touches not only upon the tefillin campaign but upon the entire approach of outreach in Chabad, which does not exist in other Chassidic groups. The reason for this is that in other Chassidic groups greater emphasis was placed on the personal service of Hashem of each Chassid individually, whereas in Chabad the emphasis is that one must also see to the service of Hashem of one's fellow. As part of this, in our generation the Rebbe launched the tefillin campaign, in order to bring this merit to as many Jews as possible
